With this type of affiliate program you get paid for leads – like when someone fills out a form to get information. Or when someone does a search for price quotes on insurance coverage. Or even if they fill out a survey. The network pays you for these leads then the merchant buys and follows up on them. Payouts per lead can be very high.

Some CPA networks have bad reputations for doing things that can get you banned on search engines. Some are in industries that are usually frowned upon. Overall they tend to be offers rather than products (see article on CPA Networks).
